This depends on the state and the type of game. All US states and jurisdictions have different online gaming laws and regulations. Some allow multiple online slots and table games. Some allow only digital sportsbooks. Many states don’t permit any type of online game. Curious about your state? Check through OnlineCasinos.com for all the latest information.
States tend to divide gaming entities into different categories. While most states permit daily fantasy sports, few allow real-money online slots. Here are the major categories:
This encompasses online slots and table games, such as blackjack and roulette, as well as the accompanying live dealer offerings. These have the most variety of legal, real-money gaming. Only a handful of states permit and regulate these games.
Like iCasino options, few states have legal real money poker options even though they have been explicitly allowed to do so since the 2010’s. Nevada is the only state that has legalized online poker but has not approved real money slots and table games as well. Unlike online sportsbooks, which are restricted to their respective states, poker players on certain regulated sites can play against each other in certain other regulated poker markets.
More than half of all US states have some form of legal online sports betting. These market structures can vary drastically, from single-provider, government-run states to competitive, multi-operator markets that allow dozens of sportsbooks. The sportsbook operators themselves continue to grow, merge or shut down, creating a complex, dynamic patchwork of US sports betting markets. US federal law means that betting eligibility is determined by the state a bettor is physically present, not where they reside. Crossing state lines means gaining access to some sportsbooks but losing access to others.
An increasing number of states now feature advance deposit wagering mobile horse racing apps and racebooks, including from US sports betting leaders such as DraftKings and Caesars. Unlike sportsbooks, these racebook apps can determine betting eligibility based on a bettor’s state residence, not their physical location at the time of the bet.
Forty-five states now have a government-run lottery and many of those jurisdictions are expanding these options online. Either directly through the state website or third-party providers, a growing number of Americans have access to major providers such as Powerball and Mega Millions.
America’s two largest daily fantasy sports operators, DraftKings and FanDuel, have successfully argued that these offerings are not gambling, allowing them to expand to most US states. First operating in a legal grey market, and now legally allowed to serve millions of players either explicitly through legislation or court decisions, DFS sites are seemingly ubiquitous in the US.
One of the fastest-growing gaming types, these casino sites allow players to play slots and table games without having to use real money. They don’t allow typical payouts of a real casino but still allow players to experience these games.
With the USA’s ever-changing gambling landscape, keeping up with the legality of online casinos can be more challenging than you might first think. Fortunately, OnlineCasinos.com is here to set things straight and tell you everything you need to know about USA online casinos.??
In early 2010, the first states began legalizing real-money online casino games such as slots and table games. While more than 25 states have some form of online sports betting since 2018, only a handful of states have legalized online casino gambling: Pennsylvania, New Jersey, Michigan, West Virginia, Connecticut, Delaware and Rhode Island. Nevada, the home of American gambling, permits online sportsbooks and real money poker but no other digital gaming offerings.
Online casinos have been legal in Pennsylvania since October 2017, when Gov. Tom Wolf signed HB217.?
BetParx Casino became the state’s first legal online casino, launching in July 2019.?
Today, Pennsylvania is home to 18 online casinos, including top US gambling brands like BetMGM, FanDuel, and more.??
New Jersey is home to the most online casinos out of all US states, currently boasting around 30 casino sites.??
The Garden State was also the first to legalize online casinos, with Gov.Chris Christie singing legislation sponsored by Sen. Raymond Lesniak into law in February 2013.??
You’ll find leading casino operators like 888, WynnBet, Sugar House, and Hard Rock live in New Jersey.
Legal online casino gambling arrived in the Great Lakes state in December 2019, after Gov. Gretchen Whitmer signed HB 4916.??
This bill also legalized sports betting, online poker, and fantasy sports in Michigan.??
There are currently 15 licensed and legal online casinos in Michigan, including Golden Nugget, BetRivers, Caesars, and more.
West Virginia legalized online casinos in March 2019, as the state passed the West Virginia Lottery Interactive Wagering Act.??
While WV Rep. Jason Barrett submitted HB2934 (the bill that served base for the state’s Interactive Wagering Act) in February 2019, it didn’t come into effect until June 2019.??
The Mountain State’s first online casino launched in July 2020, with the DraftKings Casino app going live.??
Gov. Ned Lamont signed HB6451 into law in May 2021, legalizing online casinos in Connecticut.?
Currently, only DraftKings Casino and Mohegan Sun online casino are live in the Constitution State.??
Since Connecticut’s gambling bill was developed alongside a state-tribal gaming compact, only the state’s two Tribes are allowed to conduct legal online wagering on tribal land.
America’s gambling capital has embraced seemingly every form of casino gaming – except online.
There are no legal digital slot or table games available and though technically legal, no daily fantasy providers operate in the state; the only regulated online gaming option is the state’s lone real money online poker site, WSOP.com
Lawmakers in Nevada have considered legalization for several years, but the state’s major brick-and-mortar gambling stakeholders have so far been ambivalent or outright resisted any online expansions.
Rhode Island is set to launch its first legal online gaming platform, featuring slots, poker, table games and other classic casino offerings, in the second half of 2023
The state gaming market will be a de facto monopoly run by Bally’s, which also runs the state’s two commercial casinos; Bally Bet will be the only legal online platform
The Ocean State will be the first regulated iGaming market to require all table game offerings to feature live dealers; players will not be able to access dealerless digital blackjack or other similar games.
Delaware was one of the first states to take legal online sports bets as well as offer a regulated iGaming platform
Though there are technically three different iGaming platforms, all three are run by the state lottery; Rush Street Interactive is set to take over operations from European provider 888 in the second half of 2023
Other major operators such as Caesars, BetMGM, DraftKings and FanDuel are shut out from the state and are unlikely to secure market access shortly.
One of the nation’s most proactive gaming legalization states, Illinois has considered iCasino legislation for several years though no bill has passed
Lawmakers are set to try again in 2024 as the state’s elected officials look for more revenue sources
Illinois already has legal online sports betting, as well as more than a dozen brick-and-mortar gaming facilities and thousands of video lottery gaming terminals, spread throughout the state.
Iowa was the first Midwestern state to legalize modern commercial casino gaming and remains one of the pioneers of legal gaming, including sports betting.
Legislators discussed online slots, table games, and real money poker legalization in 2023 but the legislation gained little traction.
Proponents are again set to introduce legalization measures in 2024 and the Hawkeye State remains one of the leading candidates to pass an iGaming bill.
Hoosiers have increasingly embraced regulated gambling in recent years, buoyed by the spread of brick-and-mortar gaming facilities as well as statewide mobile sports betting.
Though lawmakers seem amenable to the idea of legal iCasino offerings, no legislation has passed; proponents are set to reintroduce legislation in early 2024.
Like other Midwestern states, and much of the rest of the country, lawmakers are still worried about problem gambling from statewide gaming as well as the possible cannibalization of brick-and-mortar gaming revenues
One of the gaming industry’s largest potential iCasino markets, New York is a major potential piece in the slow US online casino gaming expansion puzzle.
New York iGaming backers have been publicly bullish that the Empire State will legalize online slots and table games in 2024 – become the nation’s most populated legal online casino market.
State policymakers are still watching the awards of three downstate brick-and-mortar casino licenses in late 2023 or early 2024, an approval process that could shape or delay any further gambling expansion.
New Hampshire seems like one of the likeliest states to legalize online casino offerings in 2023 but legislation fell short in the state’s General Court.
The state has one legal online sportsbook, run by DraftKings, but limited other gaming options, especially when compared to some of its New England neighbors.
The Northeast is becoming one of the epicenters for iGaming expansion, and with Rhode Island and potentially New York set to launch online casinos, it could spark revived legislative interest in 2024.
The nation’s largest potential iGaming market, California is likely years away from any legal online casino gaming options.
California’s major gaming tribes strongly opposed a 2022 online sports betting ballot measure backed by America’s largest commercial entities over fears it could hurt brick-and-mortar casinos, which provide many tribal communities’ largest revenue source.
Any potential online gaming expansion, be it sports, slots, table games, poker or any other form, will almost assuredly need tribal backing, something that doesn’t seem likely anytime soon.
Despite its “Wild West” gambling reputation, Texas is one of the states most hostile to legal gaming.
The state has no commercial casinos nor legal sportsbooks; lawmakers rejected proposals for both offerings in 2023.
With casinos and sportsbooks – which are both legal in more than 30 states – gaining little traction in Texas, it could be even longer until the more politically controversial iGaming options are legalized in the Lone Star State.
The Sunshine State’s gaming industry is dominated by the Seminole Tribe, which operates the state’s major casinos; any potential iGaming will almost assuredly come through, and be limited to, the state’s Hard Rock gaming platform.
As part of a deal with the Florida government that granted the tribe a de facto online sports betting monopoly, the Seminoles agreed not to pursue legal iCasino slot or table game offerings
The Hard Rock Sportsbook has faced legal challenges and, after a brief 2021 launch, has still not taken bets since; it remains undetermined if the state’s lone legal book will start taking bets again in 2023 or if it will be permanently banned by further court decisions.
Georgia seemed on the verge of legal online sports betting legislation nearly every year since 2020, but political obstacles in the legislature have prevented any bill from passing.
Proponents are set to try again in 2024, but any legislation seems set to require a voter-backed constitutional amendment, meaning legal wagering wouldn’t come to the Peach State until 2025 at the earliest.
Georgia is one of the few remaining US jurisdictions without any tribal or commercial casinos; though online sports betting shows promise, there’s little indication that regulated iGaming will come to the state.
With the abolishment of the Professional and Amateur Sports Protection Act (PASPA) in 2018, the responsibility fell down to individual states to regulate and legalize their own online gambling industries.??
Therefore, online casino gambling is only legal in a handful of US states.?

Return to Player (RTP) is a statistical measure of return that show how much you can expect to win in the long run when playing casino games. Yet remember, this figure is just an average, so you won’t receive $0.96 with every $1 wager.

November 2023: Fanatics launches first online casino
Fanatics has launched its eponymous online casino platform in West Virginia, becoming the latest company to offer iGaming in a regulated market.
The West Virginia iGaming launch is the first for the sports merchandise dealer-turned-digital gaming operator. The Fanatics iCasino will be embedded in the company’s digital sportsbook, according to a release announcing the launch.
West Virginia is one of four states with a competitive legal iGaming market, along with Michigan, New Jersey and Pennsylvania. It’s not clear when or if Fanatics plans to launch its iGaming platform in these additional states. Fanatics mobile sportsbook is also live in Kentucky, Maryland, Massachusetts, Ohio, and Tennessee.
The Fanatics iCasino will feature slots, roulette and blackjack, including an exclusive blackjack offering. More games and features are coming in the “near future,” per the release.
Fanatics acquired PointsBet in August 2023 and has migrated customers onto the new platform. PointsBet registrants can use their same login information to access Fanatics.
October 2023: Newest US online casino market set for 2024 launch
Rhode Island, the seventh state to legalize online casino gaming, has still not launched its lone regulated real money iGaming platform.
State lawmakers approved an extension of the state’s online sports betting monopoly in the summer of 2023, permitting real money gaming in addition to the existing Sportsbook Rhode Island sports betting offerings. Run via the state lottery’s exclusive deal with Bally’s, the platform will permit digital slots, blackjack, roulette, and other classic casino games.
The bill goes into effect on March 1, 2024, meaning Rhode Island iGaming could begin as early as that day. The Sportsbook Rhode Island site has no mention of online casino gaming as of fall 2023. The Bally Bet online casino page only shows links to New Jersey and Pennsylvania.
Once live, Rhode Island will follow the pair of Northeastern states, as well as Michigan, Connecticut, West Virginia, and Delaware among states with regulated real-money online casino gaming. Rhode Island joins Delaware among jurisdictions with de facto monopolies.
Nevada allows legal real-money online poker sites but no slots or table games.
Lawmakers in Illinois, Iowa, Indiana, New York, and potentially several other states are set to consider iGaming legalization as early as next year. While sports betting has expanded to more than 30 states, online casino gaming legalization has stalled in most jurisdictions over fears of gaming revenue cannibalization and exacerbated problem gambling.
